    This place is by far the best in the city. Its unfortunate that Windsor's economy is in a tough spot right now, we were only among 5 tables in the beautiful restaurant, but other restaurants we walked by were empty. Its been a while since we were at NOI but it has actually gotten better, if you can imagine. The food is simple Italian with a dash of artistic intention. If you have not visited NOI, do yourself a favor and go there. You will not be disappointed.
